0xC004C003 means the activation server reported the product key as blocked. The key you (or Windows) tried to use has been flagged on Microsoft's side - usually because it's a leaked retail key that's been entered on thousands of machines, or a key that was cancelled. It is a key problem, not a fault with your PC or your Windows files.
Because the issue is the key itself, the fix is to stop relying on that blocked key and activate through KMS instead. To understand 0XC004C003 it helps to separate the two very different kinds of key Windows accepts. A retail key is tied to a single purchase and is validated online against Microsoft's servers, which can block or exhaust it. A Generic Volume License Key works differently: it carries no entitlement by itself and exists only to point the machine at a Key Management Service host, which performs the actual activation. That distinction matters here because errors in this class are judgements about a specific online key. They say nothing about your hardware and cannot be argued with by retrying, which is exactly why moving to a volume or local activation path sidesteps them so cleanly.
Manually, the fix is to remove the rejected key, source a valid one, and install it. Automatically, a local KMS tool applies the correct generic volume key and activates against its own host, which avoids the online judgement that produced the error.
Both routes end at the same place: a Windows installation that reports itself as permanently activated. The manual path gives you full visibility into each step, while the automatic path trades that visibility for speed and fewer chances to mistype a command. Neither changes your files or your data; they only write the licensing state that 0XC004C003 was blocking.
With 0XC004C003 the sticking point is the product key itself, not your hardware or network. That is important, because retrying the same key will never change the server's answer. Local KMS activation does not depend on a single online key at all. It applies a generic volume key whose only job is to hand activation to a local host, so a blocked, exhausted or mismatched retail key stops being the blocker.
