0x803F7001 means "no product key / licence found" - Windows can't locate a valid licence for this device. It's very common after a clean re-install on a PC whose previous activation isn't being detected, or on a machine that never had a key applied. Windows is simply unlicensed and waiting for one.

To understand 0X803F7001 it helps to know how Windows recognises a device. A digital licence is tied to a hardware fingerprint built from components like the motherboard. When you replace the board, or change several major parts at once, that fingerprint no longer matches the one on file, and Windows treats the machine as new hardware that it has not seen activated before. This is expected behaviour rather than a fault, and it is why the licence appears to vanish after an upgrade. Relinking through a Microsoft account can restore a digital licence, and where that is not possible a local activation that does not depend on the fingerprint keeps the machine licensed through future changes.
Manually, the fix is to relink the digital licence through the activation troubleshooter while signed in to the right account. Automatically, a local KMS tool applies a fresh activation that is not tied to the old hardware fingerprint, which keeps the device licensed after the change.
