0x803F7002 is a "licence not found" error that typically shows on evaluation or volume editions of Windows. The edition expects a licence that the device doesn't currently hold - common on Enterprise/LTSC evaluation builds and on volume installs that were never pointed at a KMS host.
Provide a working licence path and activate. To understand 0X803F7002 it helps to picture the round trip that activation normally makes. Your PC builds an activation request, sends it out across your connection, waits for the service to answer, and then applies the result. Every hop in that chain is a place where something can go wrong: a dropped packet, a proxy that rewrites the request, a firewall rule that quietly blocks the port, or a server on the far end that is briefly overloaded. Because so many links have to line up, an error here rarely means your PC is faulty. It usually means one link in the chain was unavailable at the moment you tried, which is also why the same activation can succeed minutes later.
Manually, the fix is to stabilise the connection, remove any proxy or VPN, open the activation port, and retry. Automatically, a local KMS tool removes the round trip entirely by answering the request on the same machine, so none of those network variables can break activation.
