This error means the KMS host couldn't provide a license for your product SKU. Running a local KMS host with the correct key resolves it.
0xC004F069 indicates the KMS host the machine reached couldn't activate the product because it doesn't support that SKU, or the SKU/key combination is wrong. In short, the host and the client edition didn't line up.
The simplest fix is to use a local KMS host that's configured for your exact edition.
